USAID
and The Global Fund to Fight AIDS, TB and Malaria: A Comparison
The Bush AIDS Plan will likely be based on USAID's AIDS program,
which is currently the largest bilateral US AIDS effort. This
short paper provides a closer look at this program, and compares
it to the Global Fund. While the Global Fund is up and running
and and can be expanded to treat tens of thousands of people
(or more), the Bush AIDS plan will not be operational until
2005. Meanwhile, 3 million people are dying each year.
